The monarch who probably represents Emperor Leopold I (or Stadtholder-King William III) wears the sign of the Order of the Garter. On the left an Orange tree with fruits, above in the sky the All-Seeing Eye between a lamb on a cloud and an arm with a club sticking out of a cloud.
