With one hand he shows that he wants to help a poor man rise from the earth. With the other hand he gives money. In addition a pelican that feeds its young with its own blood. Mercy is flanked by two female personifications. The woman on the left holds a fasces in her hands, the recognition sign of higher Roman magistrates that indicated their authority to have someone flogged and beheaded. The woman on the right holds a pair of scales, a book and a scroll. These are possibly the personifications of Justice and Government (Politica).
