Mercury points France to the portrait of the duke, who in 1716 gave the Scottish economist John Law permission to set up a bank to stimulate the French economy. Minerva points to a horn with money. Next to it sits an Indian with a map of Louisiana, where Law founded a company that operated the state bank.
